This Cancellation and Refund Policy outlines the terms for canceling your order and requesting a refund for services provided by SIERMARU CORP (EIN: 30-1465346). By placing an order on our website https://vingtop.online, you agree to this policy.
1. Order Processing and Service Activation
Your order is processed manually to ensure accuracy.
The service (vignette activation) is considered completed at the moment we send you the final registration confirmation email (voucher/transaction number).
Once the service is completed, the digital product is delivered and cannot be canceled or refunded, as it is immediately registered in the official system.
2. Cancellation & Refund Terms for Consumers (Individuals)
We offer a tiered cancellation policy based on the processing stage:
A. Full Refund (100%)
Availability: Available for cancellations made at least 12 hours BEFORE the chosen vignette start date and time.
Condition: Your order must not yet have entered the manual processing stage.
B. Partial Refund (60% of order amount)
Availability: Available if the order has entered the processing stage (manual data check, supplier contact initiated) but the vignette has NOT YET been activated (final confirmation email not sent).
Condition: A 40% processing fee is deducted from your refund to cover incurred operational and banking costs.
C. No Refund
Situation: After the vignette has been activated. This occurs once the final registration confirmation email has been sent to you.
Reason: The service is considered fully rendered and the digital product cannot be returned or de-registered.
3. How to Request a Cancellation
To cancel an order, you must:
Refund Processing Time: Approved refunds are processed back to your original payment method within 14 business days. The time for the funds to appear in your account may vary depending on your bank or payment provider.
4. Important Notes & Exceptions
Incorrect Customer Data: We are not liable for fines or losses resulting from incorrect data (e.g., wrong license plate number, vehicle type, dates) provided by you. It is your responsibility to double-check all entered information before completing the payment.
Failed/Declined Payments: If your payment is declined or fails, your order will not be processed. No charges or refunds are applicable in this case.
Force Majeure & Third-Party Issues: No refunds will be issued for delays or cancellations caused by events beyond our reasonable control. This includes, but is not limited to, failures of the official state operator's systems, natural disasters, strikes, or actions by governmental authorities.
Business & Wholesale Clients: Different cancellation and refund terms may apply for corporate, reseller, or bulk orders as specified in a separate agreement.
